Zone Zero Requirements in Chatsworth
Chatsworth burns from the rim inward, on embers
Wind-driven embers travel more than a mile ahead of a fire front. They land in mulch beds, wood fences, and dry plants pressed against siding. The first five feet decide whether a house ignites.
Chatsworth has watched it happen from its own backyards. In October 2008 the Sesnon Fire came off Oat Mountain and the Aliso Canyon oil field, burned 14,703 acres, and pushed into Box Canyon and the slopes west of Valley Circle Boulevard on Chatsworth's edge. Three years earlier, the 2005 Topanga Fire ignited in the Santa Susana Mountains northwest of the neighborhood and burned more than 24,000 acres.
If your street backs up to Stoney Point, Chatsworth Park South, the Santa Susana Pass, or the Browns Canyon wash, Zone Zero almost certainly applies to you.
Chatsworth's fire history, and why it changed the law →What Zone 0 requires, and when
Requirements arrive in phases. Rebuilds and new construction comply from day one.
Clear the five feet
Mulch, dead plants, firewood, stored items: all of it leaves the 0-5 ft zone. Estimated deadline 2027 to 2028 for existing homes in Very High zones.
Replace what burns
Combustible fences, gates, and attached structures in the zone get replaced. The City of LA sets the deadline, up to 5 years after adoption.
New fences and rebuilds
No new combustible fences in Zone Zero once regulations adopt. Fire rebuilds meet Zone Zero from day one, with no grace period.
Harden vents now
Ember-resistant vents are the highest-value upgrade you can make today. In a wind-driven ember event like Sesnon, vents are how fire gets inside. No deadline needed.
LAFD enforces Zone Zero in Chatsworth
Chatsworth is a neighborhood of the City of Los Angeles, so the Los Angeles Fire Department is the Authority Having Jurisdiction, not LA County Fire. The LAFD Brush Clearance Unit already inspects Very High FHSZ parcels every year starting in May. Zone Zero layers onto that program. Enforcement is education-first, per the April 2026 draft.
The state framework sets the floor. The City of LA writes the specifics that will actually govern your parcel, including the Phase 2 fence-replacement schedule.
Quick answers for Chatsworth homeowners
Is Zone Zero the same as LAFD brush clearance?
No. Brush clearance covers vegetation out to 200 feet. Zone Zero covers everything in the first 5 feet: fences, mulch, woodpiles, and stored items. It is stricter, and it applies to built materials, not just plants.
Which parts of Chatsworth are affected?
The hillside rim carries the highest designations: streets backing up to Stoney Point, the Santa Susana Pass, Box Canyon, and the slopes above Chatsworth Park South. But zone boundaries follow the official maps, not intuition, so flat streets near the rocks can qualify too. Check your parcel.
I rent out my Chatsworth property. Who is responsible?
The property owner. Compliance obligations attach to the parcel, not the occupant.
When does enforcement actually start?
Final regulations are expected late 2026. New-fence and rebuild rules apply immediately at adoption. Phase 1 clearing follows, estimated 2027 to 2028, with Phase 2 on the City of LA's schedule.
